论金世宗以“宽仁”治国的思想（下）

金世宗是中国北方历史上少数民族统治集团中较为开明、较为远见的政治家。他借鉴了中国历代帝王的治国经验,汲取海陵王暴政的深刻教训,形成了以"宽仁"治国思想。这一治国思想主要表现在:崇尚儒学,礼法结合;劝农力田,与民休息;整饬吏治,赏罚信明;任人唯贤,德才并重;广开言路,虚怀纳谏;南北融合,兼容并蓄:一方面仰慕汉文化,主动汲取;另一方面,保留女真文化传统;提倡节俭,力戒奢靡。在他的治国思想指导下,适应当时金代社会政治、经济、文化发展的需要,进行了多方面的调整和改革,并取得了显著的成效。

Discussion on Jin Shizong's tolerant and benevolent thinking for ruling a country

Jin Shizong was a comparatively enlightened and farsighted statesman in rulingclique of minorities nationality in northern history of China.He drew the experience of ruling country from the monarchs of successive dynasties in Chinese history,drew lessons from the tyranny of Hai Lingwang and formed tolerant and benevolent thinking for ruling a country.This thinking was shown mainly as follows:advocating Confucianism and combining rules of etiquette;persuading farmers to farm and making people recuperate and multiply;readjusting the administration of local officials and being fair in meting out rewards and punishments;appointing people on the merits and abilities and laying equal stress on ability and integrity;providing wide opportunities for airing views and being open-minded in accepting advice;merging the south and north and incorporating things of diverse natureon one hand,he admired the culture of Han nationality and drew experience from it of his own accord,on the other hand, he retained the culture tradition of Nuzhen nationality;encouraging frugality and punishing extravagance and waste.Under the direction of his thinking of ruling a country,to keep abreast of the demand of the politics,economy and culture of the society of Jin dynasty,he made the adjustment and reform from many aspects and got obvious effects.
