从“再就业”工程向“再创业”工程转变

职工再就业的过程实质上是再创业的过程 ,这也是解决职工下岗问题的根本出路。当前的“再就业”工程 ,无论是指导思想、政策措施还是就业服务等方面 ,都与真正意义上的劳动力市场体系的建立有一定距离。因此 ,应当把原来的以“解决下岗职工的基本生活保障、维护社会稳定”为主要目的的低起点、低层次的“再就业”工程 ,转化为以“促进全民解放思想、更新观念、提高素质、推动经济和社会发展”为主旨的高起点、高层次的“再创业”工程

Transition from Reemployment to Re-creation

Reemployment is in fact a process of re-creation, which is the basic way of solving the issue of laid-off workers. At the present stage, the project of reemployment has a long way to the establishment of real workers' market in guiding ideology, policies, measures and employment services. So the goal of reemployment should be changed from basic insurance and social stability to a higher level of re-creation of emancipating old thought, updating old ideas, raising the quality of workers and promoting economy and social development.
