摘 要: | 公务用车制度是国际通行的公务消费制度,但中国现行公车制度是革命战争年代供给制的产物,导致运转费用居高不下、利用效率低下超编超标配置、公车私用等问题越来越突出,行政运作成本超越了各级财政的承受能力,公车改革势在必行.公车改革是一场重大的利益再调整和再分配,涉及面大,利益博弈比较明显,其制度设计不仅要解决财政开支庞大的现实问题,更要着眼于长远建立一个可实现良性循环的崭新制度,文章从单轨制、货币化、市场化构建了公车改革的基本制度思想.
