晚清中外陆线交涉述评

19世纪60年代以来,西方列强不断谋求中国内陆的电信利权,使用各种手段,或劝说中国设线,或求中外合办,或请自设,并期望将陆线与海线相接,建立起符合其利益和需要的电信网络。而清政府则坚守陆地设线权,极力拒阻列强在中国内陆设立电报、电话和无线电,积极收回外人所设立的侵权线路,并以发展中外陆路边界接线来谋求或争夺经济权益,一定程度上维护了中国的电信利权。

The International Transactions of Land Telecommunication in Late Qing Dynasty

From the sixties of 19th century,the western powers managed to expand their telecommunication in China mainland by various ways such as proposal of Chinese building,co-building or self-building.And they expected linking their submarine cable with Chinese land communication,then building a telecommunication network for their own interests and needs.The Qing government insisted land telecommunication rights and rejected western proposal for building of telegraph,telephone and wireless,then tried to retrieve the illegal cables,and struggled for economic interests by international land-cable connection.To some extent,these exertions safeguarded Chinese telecommunication rights.
