| 摘 要： | 改革开放以来,我国城市基层管理经历了从单位制、街居制走向社区制的制度变迁.加强和完善城市基层治理,有必要坚持政府主导,同时引入市场机制和社会力量,依靠合作治理提供社区服务,满足居民多样化的服务需求.其中,政府负责提供公共服务,市场主体提供商业服务,非营利组织提供公益服务,三者又通过一定的嵌入机制而在对方领域发挥作用.
