| 摘 要： | 新公共管理是20世纪70年代以来的“行政改革”浪潮中的重要实践和理论。由理论基础、核心价值与思想、操作规则与手段三个层次构成,学者们围绕这三个层次对其进行了广泛的批评。上世纪90年代以来的治理对新公共管理的三个层次进行了超越与替代。

| Abstract: | New public management is,since 1970s,the important practice and theory corresponding to the wave of "administrative reform".It is composed of theoretical base,key value and ideology,and operation principle and means,which receives wide-ranging criticism from scholars.The administration and rectification since 1990s has surpassed and replaced the new public management in all the three layers. |
