| 摘 要： | 主要从专业技术、体制与市场、组织管理、廉政建设和自然与政治环境等方面分析了新形势下高校工程招投标风险处置和产生的原因，从管理体系、前期准备、相关服务单位、招投标关键环节、诚信体系、工程担保及保险、管理队伍、廉政风险等方面如何防控进行了探讨，提出了有效的风险防范和控制措施。
