农民工养老保险覆盖率低的原因分析及对策研究

农民工的养老问题已经成为人们高度关注的焦点.文章认为,目前我国农民工养老保险覆盖率低的主要原因是:地方政府在建立农民工社保的问题上存在顾虑;制度上的城乡分割状况;一些民营企业参保不积极;农民工个人对参保缺乏积极性;城镇社会保险门槛高,操作缺乏灵活性;农民工对养老保险的认识短视.针对这些原因,文章提出了七点建议:让地方政府同企业一起承担义务,完善社会保障制度;为农民工设计出一套统一完善、各省统筹的保障制度;实行"完全积累型","低缴赍低待遇","多层次广覆盖"政策,并作为农民工养老保险的基石.等七点建议;对农民工的个人养老储蓄实行严格的制度化管理;加快建立全国统一的农民工个人账户信息管理系统;建立农民工社会救助制度;加强对农民工的教育力度.
