| 摘 要： | 本文对国内外"非政府办学形式"的称谓和界定的有关观点作了梳理,并对这一问题的实质进行了分析。文章最后指出,这一问题看似一个简单的称谓界定问题,实际上却包含了诸多涉及非政府办学的政策、法律关系问题。
