城市公共服务对农民工市民化的影响分析

从城市公共服务角度分析影响农民工市民化进程的因素.研究表明,我国城市公共服务现状对农民工市民化进程具有积极与消极双重影响.积极影响表现为,城市公共服务逐渐覆盖农民工,且不断改革和完善;消极影响表现为,城市公共服务对农民工供给不足,且仍然与市民有别.该结论的政策含义是,对户籍制度进行实质性改革,扫清农民工市民化的制度障碍;推动城市公共服务主体的多元化发展;由中央财政对劳动力输入地城市进行适当补贴;加强劳动监察执法,切实保障农民工的合法权益.

Analysis about the effects of urban public service on migrant workers citizenization

The factors affecting the process of eitizenization of migrant workers are analyzed from the perspective of urban public serv- ice. It has been proved that the urban public service has positive and negative effects on migrant workers citizenization. The positive effect is that the urban public service gradually covers rural migrant workers, and continues to be improved and perfected. The nega- tive impact is that the urban public service is insufficient to migrant workers who have still been discriminated from citizens in this aspect. Accordingly the policies are proposed to substantially reform the household registration system and solve the difficulties for migrant workers cltizenization in administration, to promote the diversified development of urban public service, the central govern- ment finance to offer appropriate subsidies to the cities where the migrant workers settle down, and to strengthen labor law enforce- ment, in order to protect the legitimate fights and interests of migrant workers.
