福建农村公共服务供需矛盾分析与对策

改革开放以来,福建省财政用于推进农村和农业发展的支出稳步增加,农村公共服务取得了显著成绩.但是,目前农村公共服务体系仍然存在供给总量不足、结构矛盾突出等问题,制约了福建农村经济的进一步发展和繁荣.因此,要进一步创新农村公共服务供给决策机制,实现农村公共服务供给主体的多元化,构建财权与事责相匹配的农村公共财政,并加强对农村公共服务供给的监督和约束.

Analysis and countermeasures on the contradiction between supply and demand in Fujian rural public service

Since reform and opening-up, the expenditure has increased steadily for accelerating rural and agricultural development in Fujian Province, which has resulted in rural public service achieving remarkably. However, there are still problems such as inade- quate total amount of supply and obviously unreasonable structure in the current system of rural public service, which has restrained further development and prosperity of rural economy in Fujian. Therefore, it is proposed to further innovate the decision-making mechanism in supply of rural public service, diversify the suppliers of rural public service, build a rural public finance with the bal- ance between fiscal power and administrative responsibility, and strengthen the supervision and regulation in supply of rural public service.
