| 摘 要： | 由于行政权力对社会、经济、人的发展有很大影响 ,同时由于行政权力行使的范围和领域的扩大 ,容易导致权力滥用 ,产生危害 ,因此对行政权力的行使必须加以限定。而正确行使和限定行政权力的目标要求是要推进市场经济的发展和完善 ,提高政府的行政效率 ,养成社会的自我管理能力 ,促进人的自由全面的发展等

| Abstract: | The expanding of the scope of administrative rights may result in abuse of rights and hazard to the society. It is decided by the essence of rights that they have to be limited. Administrative rights have significant influences upon the development of society, economy and human beings. The limitation on exercise of administrative rights is the requirement of developing the market economy a self management society, and facilitating the free and all round development of human beings. |
