在近代中国,“寻求富强”成为时代的一大主题,思想家严复以亚当·斯密的古典自由主义经济思想为切入口,积极主张中国应走自由经济之路,为此他提出了一系列新的主张,在观念层面上提倡“开明自营”,在政策层面上提倡“听民自谋”,在制度层面上提倡“定之以公约”。这些观念不仅使之成为那个时代卓越的思想者,而且对当代国人思想的改铸亦不无启发意义。
