| 摘 要： | “科技强国”是我国迈向现代化强国的战略抉择。当前，科技已成为现代社会最重要的资源，直接影响着经济社会的发展及社会结构的变迁；科技发展是一种重要的社会事业，不仅需要加强科技研究和开发方面的“硬”件建设，也需要通过科学精神方面的“软”件建设，促进科技强国战略的有效实施；科技资源既是财富源泉又是公共品，它是提升产业的主要支撑，是综合国力竞争的关键，并且作为公共品是经济社会的发展的前提。迫切需要公共政策对科技发展予以支持与调节，进而促进科技、经济、社会的共同进步。
