摘    要:加强高校人力资源开发 ,用活用好人力资源 ,是发展高等教育的重中之重。但是 ,计划经济体制下形成的人才管理模式、分配方式、职务晋升机制都严重阻碍着人力资源的开发利用。因此 ,高校人力资源开发利用的出路在于改革旧的管理机制、以“经济人”假设为前提建立新机制、以满足教师主导需要为前提建立新的机制。具体对策应是建立良好的人才环境、引进激励机制、打破职务终身制、发挥政策引导作用和机制调节作用

Abstract:The key task in developing China high education is to strengthen the development of personal resources in colleges and universities. Under the planned economy period, the management system management of talented persons, the distribution system and the promotion system have seriously blocked the development and improvement of personal resources in universities and colleges. So, the way for developing the personal resources in universities and colleges is to reform the old management system. We should build-up a new running system by supposing the universities or colleges as the individual economic units and also under the main prospers of fitting the teacher staffs requirements. In order to achieve the above task, we should build a good personal resources environment, introduce a new encouragement and drive system, and abolish the system of life tenure in occupying the working positions, and use the leading and adjusting affection of the management policy.
