我国土地出让金:现状、问题及政策建议

近年来,我国土地出让金出现快速增长的主要原因是农村土地产权不完善、财政体制不健全以及缺乏有效的土地出让金管理制度。为解决这些问题,需要在以下三个方面作出努力:首先要对农村土地进行股份制改造,明确集体土地中农民的所有者身份,强化农民集体对所属土地的所有权,提高农民集体在农地征用中的谈判地位;其次要尽快开征保有环节房产税,缓解基层政府财政压力;最后要加强土地出让金管理,提高出让金使用效率。
