| 摘 要： | 从科技成果鉴定的沿革、作用和目前存在的主要问题的原因分析 ,提出对科技成果鉴定改革的建议 :( 1 )树立组织鉴定单位主体地位 ;( 2 )严格审查制度 ;( 3 )建立和完善专家数据库 ;( 4 )不同的科技成果采取不同的评价方式 ;( 5 )用户证明出具机构 ;( 6)加强查新机构管理 ;( 7)淡化成果鉴定与评奖联系 ;( 8)建立科技成果评价指标体系 ;( 9)科技成果鉴定的改革与其它相关领域配套改革。

| Abstract: | Based on its development, role and analysis of the causes of current main problems, the reform of appraisement of scientific and technological achievements is proposed in the following aspects. (1)Taking the organizers as the main body. (2)A strict examination institution. (3) Establishing a perfect data base about experts. (4) Different ways of evaluation for different scientific achievements. (5) The organizations to prepare the users' certificates. (6) Reinforcing the administration of the novelty-search units. (7) Weakening the connection between achievement appraisement and awards. (8) Setting up an evaluation index system for scientific and technological achievements. (9) The reform of appraisement of scientific and technological achievements and the coordinated reforms in other related fields. |
