整体性治理:政府治理的新趋向

作为后新公共管理时代的一种全新政府治理模式,整体性治理主张依靠政府机构间及政府和公私部门间的协调与整合提高公共服务效率,注重对民众需求的满足与整体回应.在实践中,以整体性治理理论为基础建立的协同政府模式以及新的政府公共服务体系已经逐渐成为西方国家政府治理的普遍诉求.整体性治理的治理逻辑是服务型政府的理想选择,在治理理念、参与主体以及组织形式等方面对于我国政府治理的理论和实践研究均具有十分重要的借鉴意义.

Holistic Governance:A New Trend of Government Governance

As a new governance model of the post-NPA(new public administration) era,the theory of holistic governance advocates promoting the efficiency of public service by coordinating and integrating governmental institutions and public-private sectors.It also emphasizes both the satisfaction of public demands and holistic response to it.In effect,the jointed-up government pattern and the new government public service system based on holistic governance have gradually become a general demand of governance in the western countries.It can be concluded that holistic governance is an ideal choice for the service-oriented government,whose concepts,main body and forms of organization are of great importance to Chinese governance research both in theory and in practice.
