政府公共服务民营化的限制性因素分析

政府公共服务市场化是20世纪70年代末80年代初西方各国行政改革的主流。90年代以来,我国开始建立社会主义市场经济体制,与此相适应,政府公共服务民营化势在必行。但政府公共服务民营化存在一些限制性因素,主要表现为:政府政策的限制;政府职能转变的渐进性的限制;市场经济完善程度和私人资本自身力量的限制;政府和私人资本责任制约机制的缺失性限制;公众认同程度的限制。

An Analysis of the Limitations in the Privatization of Public Service

The privatization of public service is the main facet in western governmental reformation from the end of 1970s to the early period of 1980s. Since 1990s our country started to set up socialist market economy, meanwhile privatization has become an imperative trend. However there are some limitations in the privatization of public service, namely the limits of current public policies, the limits of the progressive changes of the governmental function, the limits of the public esteem and agreement to the private sectors etc.
