| Abstract: | Along with the development of modern market-oriented economy and democratic politics, administrative guidance has been the center of the administration of modern govemment instead of administrative order. It is helpful for us to strengthen the construction of administrative guidance system with Chinese character by inspectiong the developing history of Chinese and foreign administrative guidance and making comparative study in many aspects. |
