| 摘 要： | 没有国家对国际法的普遍遵守，就不可能有和平安宁的国际法律秩序。国家遵守国际法的理由，既有外部压力，又有内在动因。国家对国际法的遵守既体现为在国际社会依法承受权利义务，也体现为在国内社会确保国际法的实现。

| Abstract: | Without the universal abidance by international law,there would not be a peaceful and well-being international legal order.It is the external pressures and internal motives that promote the states to abide by international law.The states shall not only legally execute their rights and obligations in international community,but also ensure the implementation of international law in domestic society. |
