从行政价值关系的嬗变看地方政府的柔性化管理

20世纪以来的现代行政法是以“社会本位”为人文精神的。它在公共利益与个人利益关系上的价值判断是互相一致，在道德观念上的价值取向是互相信任的，因此在行为关系上的理念就是服务与合作。这种行政价值关系的嬗变，必然要拳政府管理方式和手段的转变。地方政府的柔性化管理是在行政管理事务日趋专业化、复杂化的背景下，随着行政价值关系的嬗变而形成的新的行政行为。

The Change of Value Orientation in Administration and the Moderate Management of Local Government

Modern administrative law has taken ＂society first＂as human spirit since the 20^th century. Its value judgment exclaims that public interest and personal interest are identical, and the value orientation is defined as morally mutual trust. Therefore, service to society as well as cooperation has become the ideology for modern administration. The change of values requirea governments to transform the administrative ways and measures. Moderate management of local governments is a new type of administration formed with the value change and the more complicated and specialized management of public affairs.
