基于老工业基地改造视角下的第三产业偏差分析——以辽宁省为例

在东北老工业基地改造过程中，加快产业结构优化和升级，是实现增长方式转变以及经济振兴的重要途径。以辽宁省为例，第三产业发展存在一定偏差：产值水平及比重偏低、就业结构不合理、发展趋势缓慢，未形成与主导产业协同发展的产业布局。因此，应该制定合理的政策加快产业结构调整和优化升级，提高第三产业的水平及比重，带动经济的增长和劳动力就业的增加，从而实现老工业基地的全面振兴。
