我国体育社团建设发展存在的问题及其改革策略

体育社团是群众体育开展的组织载体，体育社团的发展壮大对“健康中国策略”的全面实施具有重要作用。我国体育社团发展存在管理与行政机构“同构”，外部竞争缺乏和社会合法性不足等不利于体育社团建设与发展问题。要解决这些问题，需要变革体育社团组织的行政体制，明确体育行政机构的职责和权力；加强体育社团的法制与监督机制建设，允许“一社多会”，建立第三方监督评估机构；完善体育社团的《章程》建设，通过《章程》为体育社团组织机构赋权，引入竞争性的体育社团选举规则，增强体育社团财务管理的透明度。

The Problems and Reforms of Chinas Sports Societies

Sports associations are organizations for the development of mass sports, and the development and expansion of sports associations plays an important role in the comprehensive implementation of the “Healthy China strategy”. There are many problems in the development of China’s sports associations, namely “homogeneity” with administrative institutions, lack of external competition and lack of social legitimacy. To solve these problems, it is necessary to carry out a major system reform on the sports administrative bodies, and clarify the responsibilities and powers of the sports administrative bodies. The reform includes strengthening the construction of a legal supervision mechanism for sports associations, allowing “one club and multiple meetings”, establishing third-party supervision and evaluation institutions, improving the construction of sports associations, and establishing the authority of sports associations through the articles of association. We will introduce competitive election rules for sports associations to strengthen the financial transparency of sports associations.
