创新型城市建设背景下宁波人才集聚策略研究——基于对15个副省级创新型建设城市的比较

摘    要:人才是加快创新型城市建设的关键要素,通过对15个副省级创新型建设城市人才集聚因素的综合分析发现,经济因素仍然是吸引人才的关键,高等教育普及率、社会创新投入能快速促进人才集聚,城市公共交通便利程度、医疗卫生水平也是人才集聚的重要考虑因素。面对愈演愈烈的“抢人大战”,在创新型城市建设的背景下宁波应该以时不我待的精神继续扩大人才集聚有利因素,补齐不利短板,通过打造产业生态、提升集聚载体、优化人才环境、提高服务效能来实现人才的快速集聚。

Abstract:Talent is the key element to accelerate the construction of an innovative city. Through a comprehensive analysis of the factors influencing talent agglomeration of 15 sub-provincial cities, the author finds that economy is still the key point to attract talents. Besides, higher education rate and social innovation investment can also promote talent agglomeration. Moreover, public traffic convenience and medical level are also important factors for talent agglomeration. Faced with the more and more fierce “Talent War”, under an innovative city construction background, Ningbo should lose no time to strengthen the advantageous factors for talent agglomeration, and address inadequacies. By promoting the industrial ecology of the bay area, improving the agglomeration carrier, optimizing talent environment, enhancing service efficiency, Ningbo can achieve fast talent agglomeration.
