| 摘 要： | 当前立法工作中存在着一定的缺陷 ,如农民权利缺乏保护、国家法在某种程度上偏离农村现实、法律法规呈现明显缺失等 ,造成了法律进入农村的困难。农村法制建设需要加强立法工作 ,提高立法质量。法律必须赋予农民同等的权利 ,必须尊重传统文化 ,必须得到人们内心的接受。立法要关注社会发展的不平衡和不同质 ,并在实际工作中不断完善现有的法律法规。

| Abstract: | There are many defaults in legislation such as the l ack of legal protection of peasants right, the deviation of state laws from rural customs and the loopholes in the state legal regulation and codes, which results in the difficult entrance of the laws into rural areas. Rural construction of legal systems need to be enhanced and the legislation quality to be improved. Law must offer the equal rights to the peasants, respect the traditional culture and be accepted by people from the bottom of heart, and perfect constantly current laws and regulations in practice. |
