民国三任教育总长傅增湘

民国前期,傅增湘三任教育总长,这一时期的教育部相对而言最为稳定。他一方面近承范源濂执政思路,在用人及施政上延续已有局面,保证了教育部的平稳运行;另一方面远绍蔡元培余绪,任内连续三次召开全国性专门教育会议,商讨民国教育发展大计,并据此修正和完善各项教育法规,把教育部施政水平推进到新的阶段。傅增湘三次任期内教育部的种种作为,不仅对当时教育事业发展有积极的推动作用,而且对民国教育的后续发展也产生了重要影响。

Minister of Education Fu Zengxiang in the Republic of China

In the December of 1917 ,Fu Zengxiang ,who once served as the Educational Administration Officer in the Zhili Province and won wide praises in the education upsurge in the late Qing Dynasty ,was appointed as the fourteenth Education Minister of the Republic of China . Till he quit in the May of 1919 ,there had been two presidents and three prime ministers successively in the chaotic political situations .Fu Zengxiang had been appointed as the Education Minister for three consecutive times ,and was the only one among this frequently changing group . During his first term ,Fu Zengxiang took the strategy that advanced steadily on personnel ,inherited frompredecessor Fan Yuanlian's ruling idea ,upheld theconcept of primary school first ,and took measures to promote the development of primary education ,normal education and industrial education .During his later two consecutive terms ,Fu Zengxiang advocated to put great attention on secondary education .Under his auspices ,the Education Ministry continuously held three national education conferences by following Cai Yuanpei's democratic decision-making idea ,and extended the ruling idea of primary education being first to the new thought of middle school being backbone and other education being taken into account .To concentrate on carrying out the resolutions of the three education conferences ,and still under his auspices ,the Education Ministry took measures to establish a consistent educational supervision system throughout the central and local governments ,adapting to the development of the female education requirements ,and making positive responses to the cultural and educational reforms excited by the New Culture and the May 4th Movements .All these promoted the refinement of the education system and facilitated the second peak of the development of education in the Early Republic of China .
