| 摘 要： | 低碳经济必然与低碳社会相关连,应对全球气候变化必须推动低碳社会建设。由于中国社会转型的特殊性,中国低碳社会建设面临着选择困境、整合困境、持续困境以及外部突围困境和协同困境。为此,建设中国低碳社会应当充分发挥现有体制的优势,但需推动其必要的功能转换,建立政府、市场与公民社会之间的适当关系。
