文明城市建设的理论范式

城市的出现不仅是文明的成果 ,而且是文明的载体。我国起始于 2 0世纪 80年代初期的现代文明城市建设 ,已成为社会主义现代化建设中一项具有发展战略意义的方兴未艾的大业。现代文明城市建设应当体现物质文明、精神文明与生态文明的和谐统一的科学理念。在城市三个文明建设的关系中 ,物质文明是文明城市的基石 ,是城市文明化、现代化和富裕化的物质基础 ;精神文明是文明城市的灵魂 ,是引导城市生活方式进步 ,提升城市精神价值 ,标识城市文明水平的核心和精髓 ;生态文明是文明城市的形象 ,是代表城市面貌 ,凸显环境价值 ,体现可持续发展道路的关键因素。因此说 ,现代文明城市是三个文明和谐统一的载体 ,三个文明的协调发展 ,构建了文明城市建设的理论范式。

The Theoretical Pattern of Civilized City Construction

The emergence of a city is not only the consequence of the civilization, but also the carrier of it. In China, the construction of the modern civilized city, which began at the early age of the 1980s, has already become a great task that both has the strategic meaning and the splendid future as a beginning thing in the process of the socialist modernization.The construction of the modern civilized city should embody a scientific belief. In this belief, ecological civilization should be integrated with material civilization and cultural civilization. Among the relationships of these three civilizations, material civilization can be considered as the cornerstone: it is the material basis of the city civilization, modernization and prosperity while cultural civilization is the spirit of the civilized city: it is the core to advance the city life style, elevate the city spiritual value and indicate the level of the city civilization. Ecological civilization can be considered as the appearance of the civilized city: it is the essential element to represent the city feature, protrude the environmental value and demonstrate the course of continuous development. Therefore, modern civilized city is the harmonious carrier of these three civilizations. The congruous developments of the three civilizations form the theoretical pattern of civilized city construction.
