摘    要:科学发展观中的“以人为本”不是对民本论和人本主义的简单重复,区别的关键在于以什么人和人的哪个方面为本以及如何实践以人为本。科学发展观中的“以人为本”所讲的“人”是具体的而非抽象的人,是全体人民群众。它克服了西方人本主义的虚幻性,赋予了现实与时代的内涵。它坚持了马克思主义关于人的全面发展思想,以促进人的全面健康发展为终极目标,而不仅仅是把人视为工具和手段。

Abstract:Taking people as fundament in the view of scientific development isn't a simple repetition of western humanism and the Confucian thought of people-foundation. The main differences among these ideas are that who and what are focused as well as how to do. The people concerned is not abstract man but concrete man, all the masses. It not only eliminates the illusory nature of western humanism, but also adds realistic and contemporary substance.
