东北地区城镇社会保障的改革试点与模式构建

东北老工业基地振兴战略实施后,辽宁、黑龙江、吉林三省相继启动了城镇社会保障体系改革试点。在东北地区社会保障模式的构建中,大力推动第三产业、鼓励非国有经济发展,是走出社会保障资金困境的重要途径;着力构建社区型社会保障模式,将是完善社会保障体系的关键;加快社会保障工作的科学化与规范化进程,将使社会保障改革更进一步。

Pilot Project and Mode Building of Social Security System in Northeastern Cities and Towns

With the implementation of revitalizing northeastern old industrial bases,Liaoning,Jilin and Heilongjiang initiated pilot projects of social security system within cities and towns in succession.During the establishment of security mode,taking efforts to developing the third industry and non-state-owned economy remain the key to improvement of the system.And propelling the standardized and scientific progress of the system is bound to improve the reform of security system.
