| 摘 要： | 国家在设计制度与分配社会资源时,要考虑到各个利益阶层在获取资源时的前后顺序,使实质公平的价值要求在制度供给中得到优先体现。基于农民的弱势地位和当前土地利益分配不公的现状,提出在现有＂多予、少取、放活＂的基础上衍生出＂促生原则＂,即通过组织促生、经济促生和主体促生来增强农民在土地利益博弈中的力量,以倾斜促公平,充分保障农民的土地利益,从而保证各个利益阶层能够平等共享社会发展成果。
