构建旅游扶贫与普通话普及联动共进机制的思考

按照《国家中长期语言文字事业改革和发展规划纲要》,到2020年国家通用语言文字要在全社会基本普及。实现这一目标,有许多困难,其中最大的难点是在广大农村地区和民族地区。时间紧任务重,必须转变思路观念,创新体制机制,积极搭建平台,努力寻找载体,整合两种力量,完成推普工作的“最后一公里”。在国家扶贫攻坚战的大背景下,国家语言文字工作应顺势而为,与旅游扶贫联动共进,在农村地区和民族地区以“乡村旅游”为载体,以“普通话志愿服务”为手段,直接与示范村对接,对农户实施精准帮扶,形成旅游扶贫与普通话普及“双赢”的格局。

Reflections on the Construction of the Joint Progress Mechanism between Popularization of Mandarin and Tourism Poverty Alleviation

According to the Outline of National Medium and Long Term Language Reform and DevelopmentProgramme, by 2020, the national universal language will be basically popularized in the whole society. There aremany difficulties in achieving this goal, and the biggest one is the popularization in the vast rural areas and ethnicareas. With tight schedules and heavy tasks, it is necessary to change the ideas, innovate the systems andmechanisms, build up the platforms actively, strive to find carriers, integrate the two forces, and complete the "lastmile" of popularizing mandarin. Under the background of the poverty alleviation, there is a need to follow the trend topromote the national language work jointly with tourism poverty alleviation, taking "rural tourism" as a carrier andusing "mandarin volunteer service" as a means in rural areas and ethnic areas, to directly connect with thedemonstration village, implement accurate assistance for the farmers, and form a "win-win" pattern in tourismpoverty alleviation and popularization of mandarin.
