| 摘 要： | 阐述了传统政府管理在信息技术条件下存在的问题以及利用业务流程再造进行政府再造的必要性。指出流程再造在本质上与政府管理目前要实现的转变有着紧密的内在联系,因而是信息技术条件下实现政府变革的可行方法,具体论述了政府流程再造的新特点以及借助于信息和网络技术的政府流程再造的基本思路和具体实施过程。

| Abstract: | The paper expounds the problems in the traditional government management in the information technology environment and the necessity of government reengineering by business process reengi-neering(BPR),and argues that BPR has inherent connections with current government function changes in its essence and problems to solve.Thus,BPR is a feasible method to realize government transformation in information technology environment.This paper discusses in detail new characteristics of government reengineering and its implementation steps with the help of information and network technology. |
