| 摘 要： | 针对高校基础科学研究存在的问题进行了研究。根据我国高校基础研究的现状，分析了大学精神和大学文化的缺失、国家的经费投入取向和资源配置、研究经费浪费等制约高校基础研究的问题；提出了重塑大学文化和大学精神，确立以高校为主体的基础研究模式，实现科技投入的多元化以及构建高校科技创新体系和完善基础研究创新机制的建议。
