政府信用成长环境分析与实证研究

信用从主体角度可分为政府信用、企业信用和个人信用，其中政府信用是重中之重，政府信用程度将决定社会信用程度。从宏观环境的角度探讨政府信用的成长环境，把保证与支持政府信用成长的因素分解为三个部分：信息要素，法律强制要素，经济要素。基于世界银行全球政府治理数据库的数据分析表明，以上三个因素与各国政府信用成长存在着高度正相关关系。中国政府应该以牢固树立政府信用观，建立法治型、学习与效率型、阳光型政府作为保证政府信用正常发展的策略。

An Analysis and Empirical Research on Government Credit Growing Environment

Credit may be divided into the government credit, the enterprise credit and individual credit from the angle of unity. Government credit is the most important one and the government credit rating decides the society credit rating. From the angle of macroscopic environment, this paper discusses the government credit growth environment, and divides the factors which supports and assures the growth of government credit into three parts： information, legal compulsion and economical factors. Then using the data of worldwide governance indicators of World Bank, the paper analyzes the function of three factors for the various countries＇ government credit growth. Finally based on the empirical analysis, the paper unifying the present situation of China＇ s government credit growth, puts forward proposes of normal development of government credit.
