| 摘 要： | 十八届三中全会将提升国家治理能力放在尤为突出的位置,区域经济社会发展作为我国发展的内在动力,区域治理的转型与能力提升是国家治理能力提升的重要组成部分。地方政府的区域合作治理受到来自于地方政府和制度结构双重困境的影响,而要走出区域合作治理困境,需要对区域合作治理结构进行调整转型,其中包括提升合作意愿和降低交易成本。理论分析和案例研究揭示出地方政府区域合作治理转型的路径包括构建跨界政策网络和改进区域合作激励。

| Abstract: | The importance of improving the national governance ability has been stressed particularly in the Third Plenary Session of the 18 th Central Committee. Regional economic and social development is the inner dynamic of our national development. The transformation and ability improvement of regional governance are the important parts of improving national governance ability. The regional collaboration of local governance is affected by the double dilemma of local government and institutional structure. And to get out of the dilemma, the regional collaboration governance structure should be adjusted, such as promoting cooperation willingness and reducing transaction costs.Theoretical analysis and case study both indicate the path, including building cross-border policy network and improving regional collaboration willingness. |
