刍议行政性行业垄断改革的渐进性

中国垄断行业改革之所以进展缓慢,在于行业垄断的行政性,这一特殊性决定了改革的艰巨性与渐进性。改革从一开始就要受到种种因素的制约：一是国有企业出于自身利益的考虑反对改革,二是行业主管部门由于与国企之间的利益关系不支持改革,三是现有法律法规不能为改革提供强有力的法制支撑,四是政府对经济生活的干预过多过深对改革形成掣肘。中国行政性行业垄断改革需要＂整体渐进式＂思路,即涉及国企、行政、法制、体制等多个层面需要进行系统设计,同步实施,循序渐进,整体推进。

Consideration on the Steady Progress in Reform of the Administrative Monopoly Industry

The reform of industry monopoly makes slow progress owing to the administrative industry monopoly in China,which determines the arduousness and steady progress of the reform.The reform is restricted by all sorts of factors.First,the state-owned enterprises oppose the reform for their own interests;Second,the industry administration don＇t support the reform for the benefit relations between the state-owned enterprises and the industry administration;Third,the existing laws and regulations can,not provide strong support for the reform;Fourth,Chinese government intervenes in economy too much.For the above reasons,The reform of industry monopoly is characterized by steady progress,which is a system project,involving the state-owned enterprises,the administration,the legal system.These aspects demand systematic design,synchronizing implementation,gradual promotion and integral advance.Only in this way can the reform achieve great success.
