论公共政策论域中公共性的人文向度

"公共性"不是一个仅具单一面向的概念。就用以描述公共政策而言,它其实内含着多个被世人称道的可以被单独用以评判公共政策的尺度,它集中了诸多对于公共政策的价值要求。这些价值要求经过提炼,在当代都被凝练在了"公共性"之中。对于人性的关注,对于价值理性的高扬,都彰显了"公共性"对于公共生活的质的规定性,公共政策如能在这些方面具备条件,便可以称为具有公共性的公共政策。

The Humanistic Dimensions of Publicity in the Domain of Public Policy

Publicity is not a concept with only one dimension.In terms of describing public policies,publicity has several remarkable dimensions that can be independently used to evaluate public policies,and it cherishes many values that reflect the most important natures of public policies.After being Abstracted,those values are now all covered by and concentrated in this term of publicity.By emphasizing human nature and appreciating value rationality,publicity embodies the qualitative characteristics of public life.Only those public policies having those dimensions can be called public policies with publicity.
