| 摘 要： | "三农"问题已经成为我国经济、社会进一步发展的主要障碍。2004年中央一号文件指出了解决"三农"问题的大政方针,指明农民专业合作组织是农技推广的重要渠道和农产品营销的主体。本文以发展中国家合作经济的特征分析为基础,对发展中国家政府与合作社的关系进行了分类,提出找准政府政策定位、建立合作社的垂直组织体系、保证合作社财政独立、促进合作社主人翁管理是合作社健康发展的基本条件。

| Abstract: | Problems related to farmers, agriculture and rural areas are becoming main obstacle in China's economic and social development.In "Document No.1" of this year, the central government indicated basic guidelines in solving these problems, and pointed out that farmers' special cooperatives are the primary channel in popularizing agricultural techniques,and are the principal part in selling agricultural products.Depending upon analysis of cooperatives' features and relationship between government and cooperatives in developing countries, this essay presented four essential qualifications to guarantee cooperation developing healthily. |
