| 摘 要： | 行政执法解释作为一种制度文明,是由公正、效率和秩序等价值所支撑。公正奠定了行政执法道德性的基石,效率赋予了行政执法经济性的意涵,秩序则给行政执法注入了制度化的理念。故三位一体的行政公正、行政秩序与行政效率共同构成行政执法解释的价值内涵。
