中国天然林保护工程的环境善治研究

天然林保护工程涉及到林业资源、水资源、野生动物保护等一系列环境问题,我国现有的天然林保护工程主要是由政府集中管理,这种管理模式易出现不同主体之间利益划分的不一致性,不能从根源上解决天然林保护与保护地经济发展的矛盾,因而呈现出无效化特征。改变现存问题的突破点在于构建基于不同利益主体环境权益的管理制度,让第三方参与天然林管理的环境善治模式,从而实现我国天然林资源保护的可持续性。

Research on the Division of Rights for Natural Forest Protection Project Under Good Governance

Natural forest protection project involves many environmental problems, including forest conservation, water resources and wildlife conservation. Due to the design, the implementation and enforcement of China＇ s current policy can not be effectively implemented on the management of natural forest, and can not address the root contradic tion between nature protection and economic development,thus showing a void feature, and in the main difference be tween inconsistency interests of the government and its highly concentrated management. To change the existing prob lems, the breakthrough lies in the building of the environment management system which combines the interests and rights of different bodies, so as to enable the third parties to participate in the management of natural forest by multiple good governance model,and to promote the sustainability of China＇ s natural forest resources protection.
