| 摘 要： | 党内民主和人民民主是干部工作民主化建设中的两个重要方面,必须以扩大民主为突破口,深化选拔、任用领导干部制度的改革.建立和完善对领导干部权力的制约、监督机制,有效地保证对领导干部的监督力度.要加强对领导干部的精神激励,深化领导干部分配制度的改革.

| Abstract: | The democracy within the party and people's democracy constitute two important aspects of cadres democracy construction.The democracy within the party and people's democracy must make new break throughs in the reform of deepening democracy and election of cadres system.Establishing and perfecting restraint and supervision upon Cadres' power can guarantee the supervision of cadres.The moral encouragement of cadres and assignment system on cadres should be strengthened. |
