欧盟能源监管最新进展及其启示

欧洲自身能源资源匮乏,能源基础设施老化,能源研发进展缓慢,环境保护对能源生产的限制更加苛刻,加之全球能源价格暴涨,使欧洲面临越来越严峻的挑战。为此欧盟进一步加强能源统一市场建设,加强能源监管,通过大力发展智能电网应对气候变化,通过完善能源消费者权益体系加强能源市场主体与消费者之间的竞争和合作。中国应借鉴其有益的监管经验,完善中国的能源监管体系。

Enlightenment from New Progress of EU Energy Regulation

Europe is still facing the challenge of energy resource scarcity, energy infrastructure aging, energy research development slow-down, environmental protection slow-down, which limit the energy production from demanding together with global energy prices. Therefore EU further strengthens energy market construction and unified energy regulation, through developing smart grid to cope with climate change, through perfecting energy consumer rights system to strengthen the competition and cooperation between main body of energy market and energy consumers. China should borrow ideas from the EU beneficial regulation system experience and optimize the system of China energy regulation.
