| 摘 要： | 我国经济社会发展因农、渔等产业发展而逐渐兴起。因工业化、城市化进程而不断扩大围填海项目的规模，对项目实施过程中出现的诸如沿海滩涂湿地遭破坏、红树林等植被遭破坏、渔业资源衰竭、港口功能弱化和填海房地产质量低劣等负外部性需引起相关部门的关注。经济社会的可持续发展理念需从环境、行政管理、社会政策等领域全面出发，因此，在进行规制围填海项目时，需建立海洋生态补偿机制、科学规划、严格审批、建立“专家一公众一政府”的三维评估审议系统的政策路径。
