| 摘 要： | 部门分权是民事执行裁决权与实施权分别由不同的部门行使，而身份分权则是指在部门分权的基础上，民事执行裁决权与实施权分别由不同身份的人来行使，并且这两种身份的划分应当界限分明，有不可逾越性和相当的确定性。

| Abstract: | The department decentralization refers to that the enforcement power of civil execution and the jurisdiction power of civil execution should be exercised by different departments. And the status decentralization refers to the separation of powers according to status on the basis of department decentralization. That is to say, the enforcement power of civil execution and the jurisdiction power of civil execution should be exercised by different status person, and the status division should be clear and insurmountable. |
