美英“开端计划”对我国贫困儿童学前教育的启示

美英两国“开端计划”对我国贫困家庭儿童学前教育的发展提供了有益的思路：应重视贫困儿童的学前教育，设立专项教育基金，确保贫困儿童拥有同等的受教育权利；更加重视对婴儿的看护，采取切实有效措施提高幼儿教育质量；制定相应的法律政策确保贫困幼儿的平等受教育权利，体现贫困幼儿教育服务的综合性与系统性。

Learn from the Start Projects of U.K and U.S to Ensure the Preschool Educational Right for Children from Poor Families

Through comparing of the Start Project between U. K and U. S, the author proposes that a special education fund should be established in order to ensure the preschool educational right from poor families; infants care should be focused on and the quality of preschool education should be improved by a series of practical measures; the laws and regulations of preschool education for poor families should be made, embodying the comprehensiveness and systematicness of preschool education services for poor families.
