| 摘 要： | 本文通过对中国计划生育政策实施过程与人口转变历程的分析,探讨了计划生育工作机制的转变过程,特别是对非政府组织(NGOs)对降低生育率的影响途径与机制进行了研究,并据此探讨并提出了适合中国及其他发展中国家需要的计划生育实践模式。

| Abstract: | By reviewing the development of family planning policy and the process of demography transform in China, this paper tries to trace the changes and evolution of family planning mechanism, especially the roles that the non - governmental organizations plays in family planning. A model of family planning is put forth for both China and other developing countries. |
