| 摘 要： | 在概述“二战”前后世界人才资源争夺的历史、“入世”后中国人才资源面临危机的背景下 ,提出“国家人才安全”的概念并对其内涵、特征进行概述 ,在此基础上提出制定国家人才安全战略、构建国家人才安全体系、努力维护国家人才安全的建议。

| Abstract: | This paper generally describes histony of contest for world talent resource around period of "The Second World War".It proposes the concept of "Security of Country Talent" and depicts its connotation and characteristics under the background of talent resource crisis after china entering into WTO.On this basis,security of country talent strategy,construction of security of country talent system and maintenance of security of country talent ane presented. |
