因特网在全世界的应用为金融业的拓展提供了良机 ,网上银行的出现是金融业的飞跃。新世纪 ,银行业面临着来自金融业和非金融业、国内和国外、网上银行和网下银行的多方面挑战。面对挑战 ,银行必须改变竞争策略 ,加快自身的技术更新和网络化建设 ,拓宽和开辟新的服务领域。同时 ,网上银行也产生了一些问题 ,如网上资金划拨风险、网上电脑犯罪问题及相关法律的完善等。为确保网上银行业务的顺利发展 ,应采取一定的措施 ,即制定专门的法律规范网上银行业务 ,加强中央银行监督 ,防范金融风险 ,从而使网上银行及其业务健康、顺利地发展

An approach to the development of network banks in China

The global deployment of Internet has provided the development of the bank enterprise with golden opportunities.The occurrence of network banks is a forward leap in the financial enterprise.In the new century,the bank enterprise will be faced with many sided challenges coming from both the financial enterprise itself & the non financial enterprise,both those at home & abroad,and both network banks & non network banks.Hence the bank enterprise must alter their competitive strategy,step up its own technological upgrading and the establishment of computer networks,expand existing services and develop new ones.At the same time,there are some problems which arise with the appearance of network banks,such as the risk of fund transfer,internet computer crime and the incompleteness of the concerned legislation.Certain measures should be taken to ensure the network banks service propitious development.That is,specific laws should be established to regulate the network bank service.Precautions should be reinforced to prevent Internet crime.The central bank also needs to strengthen its supervision to prevent the finance risk so as to make the network bank and its service develop healthily and smoothly.
